: In 2003, the World Health Organization (WHO) 192 member states unanimously adopted the world’s first public health treaty, the WHO Framework Convention on Tobacco Control. This treaty is the first legal instrument designed to reduce tobacco-related deaths and disease around the world.
The treaty requires, “Party States to undertake a comprehensive ban on tobacco advertising, promotion and sponsorship, as far as their constitutions permit.”
So, it does still vary from one country/jurisdiction to another and tobacco marketers have been working on ways to retain and reward their clientele through closed promotions that aren’t acquisition programs but primarily retention/loyalty.
