I heard that for sweepstakes in Canada you need to include in the rules that the winner must answer a skill-based question to redeem their prize. Is this still true and what does a skill-based question mean?

Yes, Canadian winners are still required to answer a skill based question correctly in order to receive their prize.
Generally a mathematical question featuring the concept of order of operation is used to fulfill this requirement.
